Professor Schmitt presents at CyCon 2014
Professor Michael Schmitt recently gave two presentations at the annual CyCon Conference.
The two events were sponsored by the NATO Cooperative Cyber Defence Centre of Excellence (CCD COE) in Tallinn, Estonia, during the week of 2 June. He first spoke on the development of international law norms at a workshop for policy-makers and academics. The workshop was one in a series of events that will lead to a Centre research report on the development of cyber norms in international relations and law; he is leading the law effort. Professor Schmitt later spoke on Cyber Law Scenarios at the at the Annual CyCon Conference hosted by the CCD COE. The conference is a major global conference focusing on issues in cyber security.
This week, Professor Schmitt co-directed a new CCD COE course for legal professionals from governments and international organizations. Professor Schmitt, who is a Senior Fellow at the CCD COE, developed the course in collaboration with technical, legal and policy experts at the Center. This year's attendees came from the UK, Finland, Hungary, Denmark, USA, Canada, Portugal, Japan, Poland, Estonia, South Korea, Latvia, France, Italy, Greece, the Netherlands, Germany and Norway.
Professor Schmitt is also leading a three year CCD COE research project titled Tallinn 2.0 designed to map the international law applicable to cyber operations during peacetime. It follows on the heels of last year’s publication of the reknowed Tallinn Manual on the International Law Applicable to Cyber Warfare, itself the product of a three year project involving legal experts from around the world.
