Professor Schmitt visits Estonian Defence Force Headquarters

Professor Michael Schmitt recently met with CAPT Igor Schvede, former Chief of the Estonian Navy and currently Chief of Staff of the Defense Forces.  

They discussed, among other subjects, the current situation in the region and cyber strategy and law.  CAPT Schvede is a graduate of the United States Naval War College, where Professor Schmitt serves as Director of the Stockton Center for the Study of International Law.

Professor Schmitt is in Estonia at the invitation of the NATO Cyber Defence Centre of Excellence to continue work on the Tallinn 2.0 Project, which he directs.  The project is a three year effort to examine the law governing cyber activities in situations falling short of armed conflict.  Tallinn 2.0 is a follow-on research study to the Tallinn Manual on the International Law of Cyber Warfare project, also directed by Professor Schmitt, that examined the legal norms governing cyber activities during war time.
